Director, Talent Acquisition

Purpose of Job

We are currently seeking talented Director, Talent Acquisition for our San Antonio, TX facility.

Directs the overall staffing, interviewing and selection or placement process for internal and/or external employment within Risk/Audit/Compliance. Oversees staffing, screening, placement and transfers of potential and current employees. Ensures full cycle process efficiency, consistency, and quality. Develops partnerships with business leaders and strategic partners to ensure delivery of 'World Class' staffing services. Coordinates the development and implementation of a strategic staffing forecasting plan.

Directs the recruiting and hiring of USAA employees by developing and implementing a staffing strategy and plan. Oversees the development of rapport and effective working relationships with all levels of company management to ensure proactive coverage of staffing needs. Develops various non-exempt and exempt staffing strategies and sources of candidates for USAA's hiring needs. Develops, implements and administers the employment, placement, and transfer procedure to ensure supply of candidates meet USAA's organizational requirements.

Job Requirements

  • Oversees staffing, screening, placement and transfers of potential and current employees.
  • Ensures full cycle process efficiency, consistency, and quality.
  • Develops partnerships with business leaders and strategic partners to ensure delivery of 'World Class' staffing services.
  • Coordinates the development and implementation of a strategic staffing forecasting plan.
  • Ensures USAA's compliance with federal and state employment regulations and laws by adhering to EEO guidelines in all recruiting activity, such as interviewing, applicant tracking and mandated job postings.
  • Implements staffing processes and ensure adherence to organizational procedures.
  • Measures the effectiveness of staffing initiatives by creating, maintaining and analyzing metrics of staffing activity. 
  • Collaborates and provides input in the development of recruitment and placement policies, systems, and procedures including strategies and selection techniques.
  • Directs the development, implementation and monitoring of key staffing processes and strategies throughout USAA.
  • Partners with Human Resources peers to help influence short and long-term employee retention through development and participation in employee relations programs and initiatives.
  • Manages and directs the daily work activities of internal and/or external staffing groups.
  • Performs personnel management functions, including team building, project/workload assignment, employee training, monitoring of work activity and performance evaluation.

Minimum Requirements

  • Bachelor's degree or 4 additional years of related experience beyond the minimum required may be substituted in lieu of a degree.
  • 8 or more years of progressive experience in staffing, recruitment compliance and recruitment strategy development, to include at least 3 years of people management experience.  (If no degree, 12 or more years of progressive experience in staffing, recruitment compliance and recruitment strategy development, to include at least 3 years of people management experience
  • Demonstrated strategic planning, and subject-matter-expert knowledge of employment laws and federal/local regulations.
  • Demonstrated ability to develop and manage talent, manage workflow and project execution, engage and inspire subordinate staff and peers, foster open communication, establish plans, manage and improve processes, build relationships, and establish trust.

Preferred

  • 10 or more years of progressive experience in staffing, recruitment compliance and recruitment strategy development, to include at least 3 years of people management experience
  • 3 years project management experience within talent acquisition
  • Expert knowledge in sourcing and passive candidate generation/area of expertise
  • Experience in Workday Recruiting and/or Workday HRIS
  • 3 or more years recruitment experience within highly regulated industries to include recruitment oversight for audit, compliance or risk professionals

***Selected candidates will attend and complete the Management Development School program in San Antonio, TX, during their first six months in position.***
